Common Protocol

Develop common and shared protocoles are one of the 5 keys to MEDBEE strategy to strengthen the energy efficiency of buildings. 

To meet this goal, two measures will be implemented and tested in the experimentations MARIE project.

Measure 1.1 - Develop a shared information system

Description/Objective :

To develop a shared information system allowing the EU-MED regions to characterize and compare energy consumption (and its evolution) in buildings by end use typology and energy sources.

Tools / Methods :

Existing systems analysis and available information about energy consumption in buildings to the EU-MED regions.

  • Identification and definition of the main data and indicators that are necessary to achieve an adequate planning, tracking and comparative evaluation (temporary and inter regional) of energy consumption in buildings.
  • Development of a common methodology for data gathering that identifies clearly each final energy use category and the data gathering periodicity.
  • Development of a tool for data management and treatment. Data related to energy consumption and GHG emissions generated throughout the life cycle of the building (building material, construction, use and end of life of the building). Then integrating the results into the energy building qualification.

Measure 1.2 - Establish a common protocol for organizing Energy Renovation of Buildings (ERB) in urban areas

Description/Objective :

One of the key measures identified consists in defining a common protocol for organising ERB in the EU-MED regions.

This measure is seen as necessary in view of the need to have more detailed information about the building stock at regional levels. It is a high importance, measure that can be implemented in the short term, the objectives of which are to :

  • find promotion opportunities and to define priorities of ERB
  • establish energy renovation criteria for projects preparation and works development.
  • create the spatial database to allow the registrations, monitoring and quality control of ERB.
  • develop guidelines for the implementation of ERB plans in the regions of the EU-MED area.

The common protocol will be defined for the benefit of Public Administrations at EU, MS, regional and local level building owners under the responsibility by MEDBEES regional offices and municipalities.

Tools / Methods :

The planning model for ERB will include the following stages :

Step 1 : Spatial and Statistical Data Base: common method and approach to register and classify the Building Stock of the selected implementation area in order to get common indicators to monitor energy data evolution during the renovation process(interaction with measure 1.1)

Step 2 : ERB diagnostic:  common approach to analyse the building stock of the selected urban area and existing EE typologies.

Step 3 : ERB improvement design and criteria: common methodology to identify and select the best energy efficiency measures in the selected area according to their technical and economic feasibility.  

Outputs :

Phase 1 was completed in late April and Phase 2 began immediately.
