Measure 4.1 - Align regional legislation and policies to EU 2020 objectives

Description:

The aim of the measure here is to adapt and align local and regional legislation or policies to EU 2020 objectives and develop common approaches for local and regional governments to promote EE in buildings. 

Objectives:

• To adapt regional legal framework to accelerate administrative procedures to encourage ERB in public and private buildings.
• To harmonize local and regional legislation and policies

Tools / Methods:

The methodology employed will revolve around the identification and definition of the main local and regional legislation or policies to EU 2020 objectives related to energy renovation of buildings. It will also concern the development of a common methodology and approaches for local and regional governments to promote EE in buildings, and the establishment of fiscal measures to encourage ERB: property tax relief

Measure 4.2 - Integrate local management

Description:

The measure consists in local management integration through MEDBEES regional offices. The aim: to create and implement a network of MEDBEES regional offices

Objective:

The creation of a coordinated network of regional offices to impulse and articulate ERB policies should be the main objective of this measure.

MEDBEES regional offices will centralize the collection & management of all public (or even private) ERB funds (from EU, national or regional authorities) in order to ensure the coherence and efficiency of the economic resources. Offices will plan and prioritize the investment activities tackling different typologies of buildings and users. Volunteer local authorities could be partners of the regional MEDBEE offices

Tools / Methods:

MARIE project will define the mission, structure, internal protocols, financial proposals and implementation program of the offices network, including the following procedures

• Reinforce the energy certification process in buildings.
• Establishment of a framework to promote guaranteed savings approach, in order to report to the EC monitoring results (real savings) not only energy savings estimations. Thus, funds will be distributed according to real savings (the more you save, the more funds you get).

MARIE partners will agree to create these offices in their respective regions.

Creation of a pilot MEDBEES Regional Office (Catalonia) (Sept 2012 – June 2014)

Measure 4.3 - Share experiences and policy

Description and objective:

Develop a public platform in the EU-MED area  gathering public bodies and ensuring the participation of private stakeholders in order to promote energy renovation of buildings.

Tools / Methods:

• This platform will have two main missions: Policy management of the Regional Offices network: to generate a wide consensus on the MEDBEE strategy, including an initial agreement of EU-MED municipalities for the creation of a Regional Offices network and to support all MEDBEES measures
• Technical evaluation of the Regional Offices network: periodic assessment of the MEDBEES results in relation to the EU objectives.
